- Prepare and Season the Meat: Cut the beef into 1-inch cubes, removing any large pieces of fat but leaving marbled fat intact. Season the meat generously with black pepper, garlic salt, and celery salt, then evenly coat the cubes with flour by sprinkling over and tossing thoroughly.
- Sear the Meat: Heat 3 tablespoons of olive oil in a large skillet over medium-high heat. Add the beef cubes in batches to avoid overcrowding and brown each side for about 45 seconds until nicely seared. Add more oil if needed. Transfer seared meat to the slow cooker.
- Sauté the Onions and Deglaze the Pan: Reduce heat to medium and melt 1 tablespoon of butter in the skillet. Add chopped onions and cook about 5 minutes until translucent and soft. Stir in minced garlic and cook for an additional minute until fragrant. Pour a splash of wine into the pan and scrape the browned bits with a silicone spatula to deglaze. Transfer this mixture to the slow cooker.
- Cook the Stew: Add remaining ingredients except frozen peas, cornstarch slurry, and 2 tablespoons of cold butter to the slow cooker. Stir well, cover, and cook on low for 7½ to 8 hours or on high for 3½ to 4 hours, until vegetables are tender and potatoes are fork-soft.
